How to restore the F9 KDE4 taskbar?

My system was powered off accidentaly and when rebooted I no longer have the
system task bar in KDE.  Any ideas on how to restore this?  I have tried
going through all the options for configuring my KDE desktop but so far am
unable to locate anything for enabling the system tray/taskbar.
