Where is default character encoding set?

That contains:-

    LANG="en_GB.UTF-8"

... but my gnome-terminals still obstinately claim a default of
iso-8859-1.

The LANG="en_GB.UTF-8"  *is* getting into my environment, when I do
'env | grep LANG' I see:-

    LANG=en_GB.UTF-8
