NetworkManager is the new default network service used by fedora.
Previous versions used network.
You can tell which is running by checking as root:
# chkconfig --list network
# chkconfig --list NetworkManager
Presumably you are running network manager as default. Thios is
suposed to be better for wireless (i think), I don't use wireless and I
know it delays the start of network service as bootup which I think
could be your problem - it works when you restart because by then
networking is running properly.
You could try switching them over with:
# chkconfig NetworkManager off
# chkconfig network on
and rebooting and seeing if that worked.
