It seems that there are characters on your system that are not in the
ASCII range.  In particular, character 0xc3.  For some reason, your
version of python is not using UTF-8, which I thought was now the norm.

You can try running  yum clean metadata  or  yum clean all  to clear
out possibly erroneous information, and run yum update or whatever you
want.

Try from an actual console, say Ctrl-Alt-F2, and see if that has an
effect as X might be causing the problem.  Ctrl-Alt-F1 to get back to X.
