freeciv or freecol might fit that bill. I haven't spent signifcant time
with either yet, but what I have seen seems to be closed to what you want.

You might take a look at Colossus. I play a lot versus the AI. There is
building of sorts during the game, but its different. The AI isn't very good,
but if you play 1 against 5 with the AI set to pick on human players the
game is pretty interesting.
