noarch and repo's

Note that within a release, things should be hard linked, so you should
only have 1 real copy on disk for each arch... 

Frankly the root-doc package is a bad idea, IMHO, but the maintainer
disagrees: https://bugzilla.redhat.com/show_bug.cgi?id=621812
