how to control FC update 10 -> 11

I stand corrected. I based my original response on using preupgrade to
upgrade F9. When I used it preupgrade bypassed F10 and set my system
for F11 which was the latest release at that time. It appears that
preupgrade has been improved and now provides a screen to select a
release version.
