The partitioning tool in Anaconda is deliberately made to be quite
intolerant of even minor discrepancies in the partition table.  I know
that out-of-order partitions used to be cause for rejection, and I
imagine that is still the case.  (I had a laptop on which the recovery
partition had to be partition 2 and also had to be physically at the end
of the disk.  I always had to re-order the partitions temporarily in
order to run the Fedora installer.)
