That seems to have developed from rancidly bad email customer support
systems which couldn't be bothered to keep track of old mail. You had
to always quote the complete previous message because the old mail
you sent them had already been forgotten :-(.

(Of course that technique did allow you to subtly edit their previous
responses in your quoted mail to make them look like even bigger
idiots than they already were :-).
