Copy /usr/share/hal/fdi/policy/10osvendor/10-keymap.fdi to 
/etc/hal/fdi/policy/10-keymap.fdi

Edit /etc/hal/fdi/policy/10-keymap.fdi:
replace
	<merge key="input.xkb.layout" type="string">us</merge> 
with
	<merge key="input.xkb.layout" type="string">uk</merge>

us can be replaced by uk, fr, etc. - your choice.

Reboot.
