I may be mistaken, but NM_Controlled sounds like it's managed by Network 
Manager and system-config-network is a different beast, and you *can* set 
devices to come up at boot there. You can also set a static IP in there if 
you want or as others have mentioned, use your DHCP server to assign a 
static IP to it, using the MAC address. That way, if it ever "forgets" that 
it's been given a static IP address, it'll get it from the DHCP server, 
whether that be another Linux box or your wired/wireless router.
