Tradition?  Records used to come in 78 RPM, 45 RPM, and 33 1/3 RPM.
None were multiples of each other.  24FPS was the minimum frame rate
where you didn't notice the "flicker" of movies, but has no relationship
to power line frequencies used for a lot of video stuff.  Beta vs.
VHS.  DVD vs. Laserdisc.  Star Wars vs. Star Trek.  More taste vs. less
filling.  :-)
