Try to find out whether there are corresponding f13 builds for the same
package releases in the Fedora Updates System. If not, submit bug reports.
It's likely the packagers have violated the upgrade path in several cases,
e.g.

groff-1.18.1.4-20.fc13.x86_64
21.fc12 is higher than 20.fc13

> lftp.x86_64                          4.0.5-3.fc12               @updates/12
