F14: what replaces s-c-d?

I'm noth doing something right on my end and need a bit of help.

System->Preferences->Monitors gives me a green rectangle that has no 
reading of the cursor (w/ or w/o left/right/center mouse clicks).

There is no package called gnome-display-properties when I do a yum info.

Sounds like I've got a default "dumb" monitor preference and I don't 
know how to get the one referred to above which has "rearrange 
placement" as option
