Cant format 1TB USB drive ?

Two possibilities:

1) The drive's partition table is fibbing slightly about the drive's size. 
Check /var/log/messages when attaching the drive, to see what they say. Try 
creating a partition one cylinder shorter in size.

2) The drive is a brick.
