SSH can't connect

If NAT, then the the sshd remote server needs to allow
the public IP address of the router, both in /etc/hosts.allow
AND in the firewall for port 22.

If this still fails, then the problem could be at the router/gateway
of the remote machine.
I have not seen any ISP's block port 22.
