$ rpm -qf --whatprovides /usr/bin/wipe
wipe-0.21-4.fc12.i686
You can get it from
for 32 bit
download.fedora.redhat.com/pub/fedora/linux/releases/13/Everything/i386/os/Packages/wipe-0.21-4.fc12.i686.rpm 

and for 64 bit
download.fedora.redhat.com/pub/fedora/linux/releases/13/Everything/x86_64/os/Packages/wipe-0.21-4.fc12.x86_64.rpm
