wrong subject encoding in /var/mail/<user>

You can use "reformime" from maildrop package (present in Fedora):

reformime -c UTF-8 -h "header"
reformime -c UTF-8 -h "$(grep -i '^Subject:' MailFile)"  # Header keys
are case-insensitive, thus "-i"
