cannot erase a CD-RW

I have had a similar problem.
Some RW media cannot be erased. I have tried to erase one
using different computers'  RW drives. All failed.
This makes me wonder if they are labled RW by mistake,
or deliberately mislabeled to effect a higher sales number?
