More information,

With the network manager, I switched to /dev/ttyS2 and it says that
ppp0 is active, but it does not dial the provider number.
RTNETLINK answers: No such process
Warning: can't open options file /root/.ppprc: Permission denied


I also get:
  setserial /dev/ttyS2
/dev/ttyS2, UART: unknown, Port: 0x03e8, IRQ: 4


and
  wvdialconf /etc/wvdial.conf
Editing `/etc/wvdial.conf'.

Scanning your serial ports for a modem.

Modem Port Scan<*1>: S0   S1   S2   S3


Sorry, no modem was detected!  Is it in use by another program?
Did you configure it properly with setserial?
