The link I gave has an explanation.  Basically, the system tries to find 
a place big enough to hold the entire file instead of putting the first 
chunk into the first place it finds.  And, as it spreads files out all 
over the disk, there's generally room left over for growth.  But that's 
a function of the system, not the file structure.
