this DOES work because it did never prevent load the module
it DISABLES ipv6

THIS does prevent the module to load currently until F15
F16 i have not running anywhere this time

CAUTION; do not use this variant on latest kernels
if you need bridged-networking!

[root at arrakis:~]$ cat /etc/modprobe.d/disable-ipv6.conf
blacklist ipv6
blacklist net-pf-10
install net-pf-10 /bin/true
install ipv6 /bin/true
