Firefox 9 on F16 can not set Home Page

There is no browser.startup.homepage in about:config
about:home returns a google web page.
about:blank is a blank page.
There is no startup.homepage.... in about:config

The homepage is still set to Bing. 
Your ideas seemed good but did not work out.
