Wrong!  In a country with 240 volt mains, the big capacitor in a
switchmode power supply may have around 400 volts across it.  For 110
volt countries, it'll have a lesser, but still significant voltage.

It should drain away when unplugged.  But that doesn't happen instantly.
And, if the power supply has a fault, it may hold a charge for longer
than you might expect.
