sounds like what used to happen at my home, back when we had dialup.
We used ppp with autodial set, so that when an outgoing packet appeared
at the linux box acting as firewall/router, it would start up ppp. since
that takes a short while, we often had to retry the first access to the
internet.

is there something about your net access that would be expected to 
act  like that?
