apostrophe is right-alt (alt-gr) apostrophe. Quotation mark is shift-right alt 
apostrophe (apostrophe shifted is "). Without alt, the same key, plain or 
shifted waits for you to enter another letter, usually a vowel. The apostrophe 
functions as accent aigü (eg., é), while the quotation mark functions as umlaut 
(eg., Ä).
