will akmod-nvidia for kernel 2.6.34.9-69.fc13 be released prior to EOL of Fedora 13?

maybe but not always required
but i guess you mean kmod-nvidia, this is the compiled binary

yes that is the reason akmod exists
it requires kernel-devel and it's job is building missing kmod-nvidia
