As a package maintainer, I greatly appreciate it when folks submit bug
reports upstream.  It saves me a lot of time and gets the bugs
resolved quicker in most cases, since I don't have to be a middle-man.

While I try to forward reports upstream as needed, I really don't want
to see anyone be discouraged from reporting bugs directly upstream.
That benefits us all, IMO.
