Most Fedora software was originally created for other Linux or Unix
systems, or in a distro-neutral form, and is then packaged as RPMs to be
installed in Fedora, possibly with patches. The original software is
said to be "upstream" of the package. For example the many Gnome or KDE
packages in Fedora are derived from the respective Gnome and KDE
projects "upstream" of them.
