I believe the current upstream for the Debian, Fedora, and RHEL/CentOS
packages is https://fedorahosted.org/logrotate/.  The previous
upstream has been dormant for some time.

The logrotate package ought to have this as the URL tag, but it does
not.  Typically, rpm -qi <package> would lead you right to the proper
upstream site.
