F14 - 4 min delay on shutdown

Interestingly:
[root at lapmike3 log]# service dnsmasq stop
Shutting down dnsmasq:                                     [FAILED]
[root at lapmike3 log]# service dnsmasq status
dnsmasq (pid 2237) is running...

Am confused!
