You could download hundreds of MP3 but not an ISO. Why?
You can lose time on Facebook but can't try new things. Why?

Tell them to just limit BANDWIDTH which is the only thing they should
care of.
Tell them to setup up a good shaper.
If it's the case, tell them to set up a local mirror :)

Do not stay silent. Complain! More people complaining, more intelligent
rules.
