fedora 15: multitasking priorities poor, where to file?

Hi,

I've been noticing that desktop priorities are just wrong on my F15
system. Playing music back either from Rhythmbox or Youtube hits
pauses (~0.5-1s long typically), typing into applications (for
instance composing this email in Gmail on Firefox) also shows pauses
while I'm typing and suddenly a string of text appears at once. Now
this happens when things are running in the background, but for
example the Rhythmbox issue occurred at the weekend while I had
applications open (Firefox, Thunderbird) but wasn't particularly doing
anything taxing. At the moment I've got a yum-update running. This
machine isn't top of the line, but it does have a 4 core processor,
1.5GB of RAM and a graphics card with either 512MB or 1GB of RAM
(forget which), so if the system isn't running smoothly for me then
I'm surprised it's okay for that many other people.

I've had this bug https://bugzilla.redhat.com/show_bug.cgi?id=743250
open for some time, but with no response to it. Perhaps gnome-shell is
not the culprit and the wrong place to file it. Can anyone suggest
where it should go?
