Does Fedora repair itself..? What can't/doesn't Fedora repair in itself..?

Not exactly.

  rpm -V <packagename>
  rpm -Va
can give you hints about missing/corrupted system files.

Forcing the reinstallation of the damaged packages will fix this
kind of problems.
