It should not require a reboot.
Seems like you got a screwed up database. You might want to delete
the xml files in /var/lib/setroubleshoot.
killall -Z setroubleshootd_t
> /var/lib/setroubleshoot/setroubleshoot_database.xml
Should clear the database
