No,  it's through the DHCP server. Only known MAC addresses can obtain
an IP address.

Yes, it is true that anyone can configure a machine manually, with an IP
address, and get on the network regardless of their MAC address. But
again, the purpose of this is to prevent the naive from connecting, not
the criminal.
