how configure systemd for not killing console shells when switching runlevels 3<->5?

that was not the question
the question was "why is it broken"

sometimes you X sesion is frozen completly and ignores STRG+ALT+BACKSPACE
it worked for many years do "init 3; init 5" and TTY2-TTY6 was untouched

the question of the OP was why this is broken now and not
what he could do instead
