Enabling Wireless network without NetworkManager

Use wicd instead of NM.
The network service apparently will *never* start a wireless device. It 
may have once upon a time, but not now. (I can't remember if it ever 
did, or not)

Yum install wicd* should install what you need, then
systemctl enable wicd.service
systemctl start wicd.service
