So, it appears that the perl-Archive-Tar package that you're trying to 
install requires a version of Perl earlier that you have installed. 
Aside from going back on the Perl version (not a good idea) you can 
either wait for the perl-Archive-Tar disto to be upgraded or (my 
suggestion) use cpan to  install Archive::Tar. If this fails, you'll 
have the source around to change the required version of Perl. I doubt 
that this would cause you problems.
