Depends what you mean by "collect"; you can configure centralized
logging in a number of ways. Both traditional syslog and rsyslog
support the syslog network protocol and kernels built with netconsole
enabled can send console messages directly to the remote server.

If you want to scoop all the logs up for analysis say in the event of
a fault there are other tools to do that, for e.g. the sos package in
Fedora provides the sosreport script that does exactly this (and is
sometimes used to collect logs from multiple hosts - e.g. RHEV's
LogCollector.sh does this).
