SSHD failing on restart

It is wired connectionwith fixed IP address 

Very difficult to do a :-

Try "ss -l -p -n | fgrep 22"

As once the system is up port 22 isn't being used as I can restart
sshd.service and it works. 
Just doesn't bind during startup !
