ping problem

fc16 with latest updates.

Pinging my gateway:
$ ping 192.168.42.129
ping: icmp open socket: Operation not permitted

Now as root:

# ping 192.168.42.129

64 bytes from 192.168.42.129: icmp_req=1 ttl=64 time=3.53 ms
64 bytes from 192.168.42.129: icmp_req=2 ttl=64 time=2.65 ms
64 bytes from 192.168.42.129: icmp_req=3 ttl=64 time=2.83 ms

When was this change put in place?
