About start system without X in Fedora 15

In the older versions of fedora there was runlevels and these seem to of 
been replaced with targets instead, but my question is with the new 
system, how do you change from what was runlevel 3 and runlevel 5 on the 
fly as and when you needed a gui.

Am I correct in thinking that you now need to reboot to change and there 
is no way to change from one to the other on a running system ?

I googled and found this:
