Not true. It was on by default, but introduced in F14 -- or possibly even
F13. It was proposed as a default for F14 but it wasn't mature enough.

Now, this is true -- although it's worth noting that this doesn't
necessarily match the practical reality of what people do. Hopefully the new
upgrade process will, once it all shakes out, make this easier for people.
