I didn't even look at the original link. But adding to the discussion, enlightenment (e17) supports animated wallpapers and I think it doesn't use so much resources.

But instead of this, I think we can make an svg as wallpaper, what is changing as time passes. We made this earlier, and doesn't require too much to have it - also can result an nice touch if someone needs. However, this compiz animated wallpaper in my opinion has no productivity use, and just resource hog / battery waste only.
