Alternatively just use gsettings to turn on in gnome.

check current setting:
gsettings get org.gnome.settings-daemon.peripherals.mouse locate-pointer

Turn on locate-pointer:
gsettings set org.gnome.settings-daemon.peripherals.mouse locate-pointer 
true
