What helped the user there was: fmtutil-sys --missing
What I tried was: fmtutil --missing
and it threw some error (I'm not sure, but I think it was missing
fmtutil.cnf, too).

Anyway, I guess that whether a solution works depends not just on the
problem, but the context (packages installed, etc.).
