I had a similar issue on my laptop after upgrading to F19.  Try running 
this as root:

restorecon -R -v /usr/sbin

Then re-enable SELinux and reboot.  As I recall, there's one file with 
the wrong context that needs fixing.  If it works, great; if not, all 
that's lost is a little bit of time.
