SSH problem with kernel 3.10.9-200

I did your experiment with no problem.
It scrolled down nearly 1000 lines in .bash_history when I stopped and 
system was still responsive.

[roger at rwells-lnx ~]$ uname -a
Linux rwells-lnx 3.10.9-200.fc19.x86_64 #1 SMP Wed Aug 21 19:27:58 UTC 
2013 x86_64 x86_64 x86_64 GNU/Linux

perhaps it is related to the terminal program?
I use: xfce4-terminal-0.6.2-1.fc19.x86_64
