F-20: no shutdown/reboot due to unstopped jobs

it is related to some problem at cups services stoppage,as if I issue a 
systemctl stop cups I get :

systemctl stop cups
Warning: Stopping cups, but it can still be activated by:
   cups.path
   cups.socket

after a couple of minutes waiting
